Grades Drop For 27 Brevard County Public Schools In 2016

BREVARD COUNTY, Florida --  Twenty-Seven Brevard County Public Schools saw their grades drop in the 2015-2016 school year while eight improved, according to data released by the Florida Department of Education on Friday.

Thirty-Two Brevard County schools were graded “A” in 2016 while twenty-six schools received a grade of “B”. Of the eight schools that saw improved grades from last year, two schools went from an "F" to a "D" which left no schools in Brevard County with an "F" grade. Two other schools improved their grade from a “D” to a “C”.

Overall, Brevard County received an "B" grade for the entire district as a result of the drop among several individual schools.

In response to the grade resutls, the Brevard Public Schools administration released a statement challenging the validity and methodology of Florida's school grading system.

"A primary component that changed was the point value necessary for students to demonstrate a learning gain.  Since 2014, this number has almost doubled," BPS stated in the release.  "This is just one significant indicator of student performance that raises concern and because of this, we encourage parents, students, and our community to view the 2015-2016 results as a baseline year for school grade calculations."

"In addition to the complicated and confusing learning gains calculation, high schools will further be impacted because the 2015-2016 grades will not account for current students who successfully completed Algebra 1 in middle school.  Also, the 2015-2016 high school grades are calculated using data from 2014-2015 in areas such as graduation rates, and the number of students who take advanced coursework. These factors will not accurately depict the high schools’ measure of success."

Brevard County still remains one of the top school districts in Florida, ranking fourth in the state based on the percentage of total possible points earned, which is consistent with performance from previous years.

“What this tells us is that the learning gain calculation change has harmed our schools and those across Florida equally,” states Neyda Francis, assistant director of testing and accountability.

Statewide, the number of schools earning an “F” dropped by approximately 50 percent from 204 in 2014-2015 to 103 in 2015-2016. Additionally, 58 percent of schools that earned a “D” or “F” in 2014-2015 improved by at least one letter grade in 2015-2016. Overall, a total of 1,137 schools maintained an “A” grade or increased their grade in 2015-2016.

"Even as we have continued to raise the bar for student performance and implemented more rigorous standards by which schools are graded, Florida’s educators and students have continued to excel," said Commissioner of Education Pam Stewart. "It is clear that our focus on Florida’s most struggling students is paying off, especially in our ‘D’ and ‘F’ schools, 58 percent of which increased their grade in 2016. The great benefit of our state’s accountability system is that it constantly shines a light on areas that need improvement. I applaud the schools which improved, and I encourage all schools to pursue excellence persistently."
